Gurugram: Circle fees suggested to be increased, builders concerned


Developers and real estate specialists warned that the expected increase could further undermine the real estate market, which is already suffering low sales.

 

Gurugram: Home buyers in Gurugram may soon have to pay extra to buy property, as the district government recommends raising circle rates and has asked for opinion from city residents and stakeholders before July 31. Circle rates for homes in private licensed colonies, HSVP sectors, and flats across the city would rise by 10% to 30%, increasing property values.


Developers and real estate specialists have warned that the predicted increase may exacerbate the real estate industry's present low sales. Gurugram's circular rates were last updated on December 1, 2024, when the Haryana government announced a 10% to 30% increase throughout the city.


Following the predicted hike, buying an apartment on Golf Course Road in the Wazirabad tehsil would become more expensive, with annual rates expected to jump by 10 to 15% in high-end developments. The district government suggests raising the circular price for flats in premium colonies like DLF Magnolias, Aralias, and Camelias from ₹37,750 to ₹39,325 per square foot. Carlton homes now cost ₹16,517 per square foot, up from ₹15,015 earlier. Circle fees for Crest and The Icon will increase to ₹18,876 from ₹17,160.

 

Developers in HSVP zones raised the circular cost of floors in approved colonies from ₹9,295 to ₹10,225 per square foot.

 

According to a spokesman from the Gurugram district administration, the process of setting the collector rate of land for fiscal year 2025-26 has begun. The district government has posted a list of suggested collector rates for each tehsil on its official website, gurugram.gov.in, allowing residents to make comments by analysing the fees.


Gurugram's deputy commissioner, Ajay Kumar, stated that "residents of the district have been given full opportunity to express their objections or suggestions to these proposed rates." The public can submit suggestions until July 31, 2025. District residents should make land-related proposals on time to ensure that the new collector rates are fair and transparent.

 

The district administration has proposed increasing the circular cost of plots in popular Wazirabad tehsil developments such as Garden Estate, Mayfield Garden, Nirvana Country and Rosewood City from 90,000 to 1,03,500 per square yard (psy). The circle rate for plots in HSVP sectors 53–57 has risen from 10% to 15%.

 

The district government proposes increasing the circle rate for residential land in villages such as Chakkarpur, Nathupur, and Silokhra by 10 to 15 percent. The cycle rate of residential plots would increase by 10-15% between DLF stages 1 and 5.


In Gurugram tehsil, the circle fee for floors in residential colonies developed by developers and HSVP has hiked from ₹7,800 to ₹9,400 per square foot (psf). The circular rate for apartments in group housing societies in sectors 1, 2, 3, 3A, 4,5, 6, and 7 would increase from ₹6,500 to ₹9,000 per square feet. The circular cost for residences in Sectors 104-115 is likely to grow from ₹4,200 to ₹7,000 per square foot.


Developers advocate prudence.

 

Real estate specialists in the city lambasted the proposed increase in circular rates as an unnecessary step, pointing up that market sentiment had already been low due to lower-than-expected sales in the previous three quarters. Developers in the city were also concerned, saying that this may undermine market sentiment and drive it further down.
